Why are QQAmps missing a Q? Is it a text bug?

I think that's a very weak argument.
If gPotato keeps releasing Q Amps in the CS because of the increasing level cap every version, why won't they just increase the overall exp rate by 1.3~1.8?

Because if it is right that it is hard to get to 150-H without Q amps, what would happen if the level cap was 180?
This will most likely let people quit because the gPotting Q Amp-players will reach 180-H, and the poor will stay at 130~140H for a very long time and get pwned in PvP.

Soo, increase the overall exp rates!

A q amp is one of the "best" purchases you can make, financially speaking when compared to any other exp boost in the cash shop.
Same with the success scroll.

What irritates me is that they create a state of uncertainty by constantly pulling stuff from the store. This makes people much more impulsive and (in theory) spend more. For instance, they pull Q amps, people worry when they will come back cause they missed out or prices are rising on them in game or whatever. They add them back to the shop and people make a mad rush to buy them before they are gone again.

It's like the McRib.. Lol.

That could be, but higher levels = less exp per mob.
What are the current exp rates?
0.01 per 50 mobs? xD
That has to be it, because I get 0.03 ea at Lv. 103.

Not really. Spawns and monster behaviour will have a way bigger say than their raw exp, anyway.
